EURES tika izveidots 1994. gadā kā tīkls starp ES/EEZ valstu nodarbinātības dienestiem, ko tolaik koordinēja Eiropas Komisija un ko kopš 2021. gada koordinē Eiropas Darba iestāde. Arī citas organizācijas, piemēram, arodbiedrības un darba devēju organizācijas, ir bijušas tīkla dalībnieces, kas jo īpaši piedalījušās sadarbības pasākumos tādos reģionos, kuros ir liela darba spēka pārrobežu kustība.
Lai EURES tīkls būtu spēcīgāks un efektīvāks, kas savukārt veicinātu brīvu pārvietošanos un uzlabotu Eiropas darba tirgus darbību, tas ir reformēts saskaņā arEURES Regulu (ES) 2016/589.
Viens no EURES regulas galvenajiem mērķiem ir izvērst un paplašināt tīklu, iesaistot vairāk organizāciju, kuras sniegtu plašāku informāciju, norādījumus un darbā pieņemšanas pakalpojumus arvien plašākam darba meklētāju un darba devēju lokam visā Eiropā.
Lai to panāktu, visām ES/EEZ dalībvalstīm ir jāievieš savas valsts sistēmas, lai šo valstu organizācijas kļūtu par EURES tīkla dalībniekiem un partneriem. Ikviena organizācija, kas sniedz nodarbinātības pakalpojumus, tiek aicināta pievienoties tīklam, ja tā atbilst kopējiem kritērijiem, kas noteikti EURES regulā, un arī attiecīgās valsts uzņemšanas sistēmas prasībām un procedūrām.
Dažas pamatprasības:
Lai kļūtu par EURES dalībnieku, organizācijai ir jāsniedz šādi pakalpojumi.
- Ieguldījums brīvo darbvietu portfelī, nosūtot datus uz EURES portālu.
- Ieguldījums darba pieteikumu un CV apkopojumā, nosūtot datus EURES portālam.
- Tiešs atbalsts darba meklētājiem un darba devējiem (informācija, norādījumi, atbalsts pēc pieņemšanas darbā).
EURES partnerimir jānodrošina vismaz viens no iepriekš minētajiem trim pakalpojumiem un jāpamato, kādēļ tas nevar sniegt visus dalībvalsts pakalpojumus, piemēram, sava lieluma, ierobežoto resursu vai citu sniegto pakalpojumu rakstura dēļ.
Visiem EURES dalībniekiem un partneriem ir jāatbilst dažiem minimālajiem kritērijiem, kas uzskaitīti EURES regulā, attiecībā uz pakalpojumu sniegšanu (piemēram, atbilstība darba standartiem un tiesību aktiem, spēja piedāvāt pakalpojumus, bezmaksas pakalpojumi darbiniekiem) un dalību EURES tīklā (piemēram, datu sniegšana saskaņā ar standartiem un formātiem, plānošana un ziņošana, personāla sadale un apmācība).
