EURES pradėjo veikti 1994 m. Tai ES (EEE) šalių valstybinių užimtumo tarnybų tinklas, kurį koordinavo Europos Komisija, o nuo 2021 m. – Europos darbo institucija. Kitos organizacijos, kaip antai profesinės sąjungos ir darbdavių organizacijos, taip pat dalyvauja tinklo veikloje, visų pirma kaip specialiųjų partnerysčių dalyvės regionuose, kuriuose gyvena daug į gretimą valstybę dirbti važinėjančių žmonių.
Siekiant, kad EURES taptų veiksmingesnė ir efektyvesnė organizacija, skatinanti laisvą judėjimą ir gerinanti Europos darbo rinkos veikimą, ji buvo reformuota EURES reglamentu (ES) 2016/589.
Vienas pagrindinių EURES reglamento tikslų – išplėsti tinklą, į jį įtraukiant daugiau organizacijų, kad būtų galima teikti daugiau informacijos, pagalbinių rekomendacijų ir įdarbinimo paslaugų, skirtų dar platesnei darbo ieškančių asmenų ir darbdavių auditorijai visoje Europoje.
Todėl visos ES (EEE) valstybės narės privalo įdiegti nacionalines sistemas, kad jų šalių organizacijos galėtų tapti EURES narėmis ir partnerėmis. Tinklo nare gali tapti bet kuri įdarbinimo paslaugas teikianti organizacija, jei ji atitinka bendrus EURES reglamente nustatytus kriterijus ir atitinkamos nacionalinės sistemos reikalavimus ir procedūras.
Kai kurie svarbiausi reikalavimai:
Kad galėtų tapti EURES nare, organizacija turi teikti visas šias tris paslaugas:
- skelbti informaciją apie laisvas darbo vietas perduodant duomenis EURES portalui;
- skelbti darbo prašymus ir gyvenimo aprašymus perduodant duomenis EURES portalui;
- darbo ieškantiems asmenims ir darbdaviams tiesiogiai teikti pagalbines paslaugas (informaciją, rekomendacijas, pagalbą po įdarbinimo).
EURES Partneris turi teikti bent vieną iš pirmiau minėtų trijų paslaugų ir pagrįsti, kodėl jis negali teikti visų nario siūlomų paslaugų, pvz., dėl savo dydžio, ribotų išteklių ar kitų įprastai teikiamų paslaugų pobūdžio.
Visi EURES nariai ir partneriai turi atitikti tam tikrus EURES reglamente išvardytus būtiniausius paslaugų teikimo (pvz., darbo standartų ir įstatymų laikymasis, gebėjimas teikti paslaugas, nemokamas paslaugų teikimas darbuotojams) ir dalyvavimo EURES tinkle (pvz., reikiamus standartus ir formatus atitinkančių duomenų teikimas, programų rengimas ir ataskaitų teikimas, darbuotojų paskirstymas ir mokymas) kriterijus.
