Síť EURES zahájila svou činnost v roce 1994 jako síť veřejných služeb zaměstnanosti v zemích EU/EHP koordinovaná Evropskou komisí. Od roku 2021 má její koordinaci na starosti Evropský orgán pro pracovní záležitosti. Zapojily se do ní i další organizace, například odbory a organizace zaměstnavatelů, zejména jako účastníci zvláštních partnerství v regionech s vysokou mírou přeshraničního dojíždění.
Aby síť EURES byla jako nástroj k usnadnění volného pohybu a zlepšení fungování evropského trhu práce silnější a efektivnější, prošla reformou zakotvenou v nařízení o síti EURES (EU) 2016/589.
Jedním z hlavních cílů nařízení o síti EURES je rozvinout a rozšířit síť tak, aby se do jejich činností zapojilo více organizací, jež nabízejí více informací, poradenství a náborových služeb pro širší spektrum uchazečů o zaměstnání a zaměstnavatelů v celé Evropě.
Za tímto účelem musejí všechny členské státy EU/EHP ve svých zemích zavést vnitrostátní systémy pro přijímání organizací za členy nebo partnery sítě EURES. Každá organizace poskytující služby v oblasti zaměstnanosti se k síti může připojit, pokud splňuje společná kritéria stanovená v nařízení o síti EURES, jakož i požadavky a postupy příslušného vnitrostátního systému pro přijímání.
Některé základní požadavky:
Aby se organizace stala členem sítě EURES, musí poskytovat všechny tyto tři služby:
- přispívat k větší informovanosti o volných pracovních místech prostřednictvím předávání údajů portálu EURES,
- přispívat k větší informovanosti o žádostech o zaměstnání a životopisech prostřednictvím předávání údajů portálu EURES,
- poskytovat podpůrné služby přímo uchazečům o zaměstnání i zaměstnavatelům (informace, poradenství a podpora po přijetí).
Partner sítě EURES musí poskytovat alespoň jednu ze tří výše uvedených služeb a odůvodnit, proč nemůže poskytovat všechny služby člena sítě EURES, např. z důvodu své velikosti, omezených prostředků nebo povahy ostatních služeb, které obvykle poskytuje.
Všichni členové a partneři sítě EURES musejí splňovat určitá minimální kritéria uvedená v nařízení o síti EURES, pokud jde o poskytování služeb (např. soulad s pracovními normami a právními předpisy, kapacita nabízet služby, bezplatné poskytování služeb pracovníkům) a účast v síti EURES (např. poskytování údajů v souladu s normami a formáty, plánování programů a podávání zpráv, přidělování a odborná příprava zaměstnanců).
