Sieť EURES bola založená v roku 1994 ako sieť, ktorá spájala verejné služby zamestnanosti v krajinách EÚ/EHP a ktorú najprv koordinovala Európska komisia a od roku 2021 Európsky orgán práce. Na jej činnosti sa zúčastňujú aj iné organizácie, ako sú odbory a organizácie zamestnávateľov, a to najmä ako účastníci konkrétnych partnerstiev v regiónoch s vysokou mierou cezhraničného dochádzania do zamestnania.
Nariadením o sieti EURES (EÚ) 2016/589 bola sieť EURES reformovaná. Zámerom bolo dosiahnuť, aby bol tento nástroj na uľahčenie voľného pohybu a zlepšenie fungovania európskeho trhu práce silnejší a efektívnejší.
Jedným z hlavných cieľov nariadenia o sieti EURES je rozvinúť a rozšíriť sieť tak, aby sa do jej činnosti zapojil väčší počet organizácií a aby mohla ponúknuť viac informácií, usmernení a služieb v oblasti náboru ešte širšiemu okruhu uchádzačov o zamestnanie a zamestnávateľov v celej Európe.
Na tento účel musia členské štáty EÚ/EHP zaviesť vnútroštátne systémy, ktorými organizáciám zo svojich krajín umožnia stať sa členmi a partnermi siete EURES. Do siete sa môže zapojiť každá organizácia, ktorá poskytuje služby v oblasti zamestnanosti, pokiaľ spĺňa spoločné kritériá stanovené v nariadení o sieti EURES, ako aj požiadavky a postupy podľa príslušného vnútroštátneho systému pre prijímanie.
Niektoré základné požiadavky:
Aby sa organizácia mohla stať členom siete EURES, musí poskytovať všetky tieto tri služby:
- prispievať do súboru voľných pracovných miest prostredníctvom presúvania údajov na portál siete EURES;
- prispievať do súboru žiadostí o zamestnanie a životopisov prostredníctvom presúvania údajov na portál siete EURES;
- poskytovať podporné služby priamo uchádzačom o zamestnanie a zamestnávateľom (informácie, usmernenie, podpora po prijatí do zamestnania).
Partner siete EURES musí ponúkať aspoň jednu z uvedených troch služieb a odôvodniť, prečo nemôže zabezpečiť všetky služby člena siete EURES, napr. z dôvodu svojej veľkosti, obmedzených finančných zdrojov alebo povahy ostatných služieb, ktoré bežne ponúka.
Všetci členovia a partneri siete EURES musia spĺňať niektoré minimálne kritériá uvedené v nariadení o sieti EURES, pokiaľ ide o poskytovanie služieb (napr. dodržiavanie pracovných noriem a právnych predpisov, spôsobilosť poskytovať služby, bezplatné služby zamestnancom) a účasť v sieti EURES (napr. poskytovanie údajov v súlade s technickými normami a formátmi, plánovanie a podávanie správ, pridelenie a odborná príprava zamestnancov).
