EURES-verkosto perustettiin vuonna 1994 EU:n ja Euroopan talousalueen julkisten työvoimapalvelujen verkostona, jota Euroopan komissio koordinoi. Vuodesta 2021 alkaen koordinoinnista on vastannut Euroopan työviranomainen. Myös muita organisaatiota, kuten ammattiliittoja ja työnantajajärjestöjä, on ollut toiminnassa mukana alusta lähtien, etenkin erityiskumppanuuksissa alueilla, joilla on paljon valtioiden rajat ylittävää työmatkaliikennettä.
Vapaan liikkuvuuden helpottamiseksi ja Euroopan työmarkkinoiden toiminnan parantamiseksi EURESia on uudistettu EURES-asetuksella (EU) 2016/589, jotta se olisi vahvempi ja tehokkaampi.
Yksi EURES-asetuksen päätavoitteista on laajentaa verkostoa niin, että siihen kuuluu enemmän organisaatioita, jotka tarjoavat enemmän tietoa, ohjausta ja rekrytointipalveluja entistä suuremmalle määrälle työnhakijoita ja työnantajia kaikkialla Euroopassa.
Tätä varten kaikilla EU- ja ETA-valtioilla on oltava käytössä kansalliset järjestelmät voidakseen hyväksyä organisaatioita omissa maissaan EURESin jäseniksi ja EURESin yhteistyökumppaneiksi. Kaikki työllisyyspalveluja tarjoavat organisaatiot ovat tervetulleita verkostoon, jos ne täyttävät EURES-asetuksen mukaiset yleiset kriteerit sekä kyseisen kansallisen hyväksyntäjärjestelmän vaatimukset ja menettelyt.
Perusvaatimuksia
Tullakseen EURES-jäseneksi organisaation täytyy tarjota kaikki seuraavat palvelut:
- Oman panoksen antaminen työpaikkapooliin toimittamalla tietoa EURES-portaaliin
- Työhakemus- ja ansioluettelopalveluun myötävaikuttaminen toimittamalla tietoa EURES-portaaliin
- Tukipalvelujen tarjoaminen suoraan työnhakijoille ja työnantajille (tiedottaminen, neuvonta, rekrytoinnin jälkeinen tuki)
EURES-kumppanin on tarjottava vähintään yhtä edellä mainituista kolmesta palvelusta ja perusteltava, jos se ei voi antaa kaikkia jäsenelle kuuluvia palveluita esimerkiksi kokonsa, resurssiensa vähyyden tai sen normaalisti tarjoamien muiden palvelujen luonteen vuoksi.
Kaikkien EURES-jäsenten ja EURES-yhteistyökumppaneiden on täytettävä tietyt EURES-asetuksen mukaiset vähimmäisvaatimukset palvelujen tarjoamisesta (esimerkiksi työelämää koskevien normien ja lakien noudattaminen, valmiudet tarjota palveluita, maksuttomat palvelut työntekijöille) ja osallistumisesta EURES-verkostoon (esim. tietojen toimittaminen standardien ja mallien mukaisesti, ohjelmatyö, raportointi, henkilöstön kohdentaminen ja kouluttaminen).
