Eures lanserades 1994 som ett nätverk mellan de offentliga arbetsförmedlingarna i EU-/EES-länderna som då samordnades av Europeiska kommissionen och som sedan 2021 sköts av Europeiska arbetsmyndigheten. Andra organisationer, t.ex. fackföreningar och arbetsgivarorganisationer, har också deltagit, särskilt som deltagare i särskilda partnerskap i regioner med stor pendling över gränserna.
För att göra Eures starkare och effektivare som ett instrument för att underlätta den fria rörligheten och förbättra den europeiska arbetsmarknadens funktion har Eures genomgått en reform som fastställs i Euresförordningen (EU) nr 2016/589.
Ett av huvudmålen med Euresförordningen är att utvidga och bredda nätverket för att få fler deltagande organisationer och att mer information och vägledning samt fler rekryteringstjänster ska erbjudas till en ännu större publik av arbetssökande och arbetsgivare i hela Europa.
Därför måste alla EU- och EES-länder införa nationella system för att tillåta organisationer i sina respektive länder att bli Euresmedlemmar och Eurespartner. Alla organisationer som tillhandahåller arbetsförmedlingstjänster är välkomna att delta i nätverket om de uppfyller de gemensamma kriterier som fastställs i Euresförordningen samt kraven och förfarandena i det berörda nationella systemen för tillträde.
Några grundläggande krav:
För att bli Euresmedlem måste en organisation tillhandahålla följande tre tjänster:
- Bidra till poolen av lediga tjänster genom att överföra uppgifter till Euresportalen
- Bidra till poolen av platsansökningar och meritförteckningar genom att överföra uppgifter till Euresportalen
- Tillhandahålla stödtjänster direkt till arbetssökande och arbetsgivare (information, vägledning, stöd efter rekryteringen)
En Eurespartner måste tillhandahålla minst en av de tre ovannämnda tjänsterna och motivera varför de inte kan leverera alla tjänster som krävs från en medlem, t.ex. på grund av sin storlek, begränsade resurser eller karaktären på de andra tjänster som de normalt tillhandahåller.
Alla Euresmedlemmar och Eurespartner måste uppfylla vissa minimikriterier som anges i Euresförordningen när det gäller tillhandahållande av tjänster (t.ex. överensstämmelse med arbetsnormer och arbetsrätt, kapacitet att tillhandahålla tjänster, kostnadsfria tjänster till anställda) och deltagande i Euresnätverket (t.ex. leverans av uppgifter i enlighet med standarder och format, planering och rapportering, tilldelning och utbildning av personal).
