Το δίκτυο EURES εγκαινιάστηκε το 1994 ως δίκτυο των δημόσιων υπηρεσιών απασχόλησης στις χώρες ΕΕ/ΕΟΧ, υπό τον συντονισμό της Ευρωπαϊκής Επιτροπής, και από το 2021 υπό τον συντονισμό της Ευρωπαϊκής Αρχής Εργασίας. Στο δίκτυο αυτό έχουν επίσης συμμετάσχει και άλλες οργανώσεις, όπως συνδικαλιστικές και εργοδοτικές οργανώσεις, μεταξύ άλλων ως μέλη ειδικών συμπράξεων σε περιοχές που εμφανίζουν υψηλά επίπεδα διασυνοριακών μετακινήσεων μεταξύ κατοικίας και εργασίας.
Το EURES υποβλήθηκε σε μεταρρύθμιση, η οποία προβλέπεται στον κανονισμό (ΕΕ) 2016/589 του EURES , με σκοπό να καταστεί ένα μέσο πιο ισχυρό και αποτελεσματικό για τη διευκόλυνση της ελεύθερης κυκλοφορίας και τη βελτίωση της λειτουργίας της ευρωπαϊκής αγοράς εργασίας.
Ένας από τους κύριους στόχους του κανονισμού EURES είναι η επέκταση και η διεύρυνση του δικτύου ώστε να συμμετέχουν περισσότεροι οργανισμοί, προσφέροντας περισσότερες πληροφορίες, καθοδήγηση και υπηρεσίες πρόσληψης σε ένα ακόμη ευρύτερο κοινό ατόμων που αναζητούν εργασία και εργοδοτών σε ολόκληρη την Ευρώπη.
Για τον σκοπό αυτό, όλα τα κράτη μέλη της ΕΕ/του ΕΟΧ πρέπει να θέσουν σε εφαρμογή εθνικά συστήματα εισδοχής οργανώσεων στις αντίστοιχες χώρες τους για να γίνουν μέλη και εταίροι του EURES. Κάθε οργανισμός που παρέχει υπηρεσίες απασχόλησης είναι ευπρόσδεκτος να συμμετάσχει στο δίκτυο εφόσον πληροί τα κοινά κριτήρια που ορίζονται στον κανονισμό EURES, καθώς και τις απαιτήσεις και τις διαδικασίες του οικείου εθνικού συστήματος εισδοχής.
Ορισμένες βασικές απαιτήσεις:
Για να γίνει μέλος του EURES , ένας οργανισμός πρέπει να παρέχει όλες τις ακόλουθες τρεις υπηρεσίες:
- Συμβολή στη συγκέντρωση κενών θέσεων εργασίας μέσω της διαβίβασης δεδομένων στη διαδικτυακή πύλη του EURES
- Συμβολή στη συγκέντρωση των αιτήσεων εργασίας και των βιογραφικών σημειωμάτων μέσω της διαβίβασης δεδομένων στη διαδικτυακή πύλη του EURES
- Παροχή υποστηρικτικών υπηρεσιών απευθείας στα άτομα που αναζητούν εργασία και στους εργοδότες (ενημέρωση, καθοδήγηση, στήριξη μετά την πρόσληψη)
Ένας εταίρος του EURES πρέπει να παρέχει τουλάχιστον μία από τις τρεις προαναφερθείσες υπηρεσίες και να αιτιολογεί ότι δεν μπορεί να παρέχει όλες τις υπηρεσίες ενός μέλους, π.χ. λόγω του μεγέθους του, των περιορισμένων πόρων του ή της φύσης των άλλων υπηρεσιών που παρέχει συνήθως.
Όλα τα μέλη και οι εταίροι του EURES πρέπει να πληρούν ορισμένα ελάχιστα κριτήρια που απαριθμούνται στον κανονισμό EURES όσον αφορά την παροχή υπηρεσιών (π.χ. συμμόρφωση με τα πρότυπα εργασίας και τη νομοθεσία, ικανότητα παροχής υπηρεσιών, δωρεάν παροχή υπηρεσιών στους εργαζομένους) και τη συμμετοχή στο δίκτυο EURES (π.χ. παροχή δεδομένων σύμφωνα με τα πρότυπα και τους μορφότυπους, τον προγραμματισμό και την υποβολή εκθέσεων, την κατανομή και την κατάρτιση του προσωπικού).
