EURES var hleypt af stokkunum árið 1994 sem net á milli opinberra vinnumiðlana í löndum ESB/EES sem stjórnað var á þeim tíma af framkvæmdastjórn Evrópusambandsins og síðan 2021 af Evrópsku vinnumálayfirvöldunum. Aðrar stofnanir, svo sem stéttarfélög og samtök vinnuveitenda, hafa einnig tekið þátt, einkum sem þátttakendur í sérstöku samstarfi á svæðum þar sem margir ferðast til og frá vinnu yfir landamæri.
Til að gera EURES sterkari og skilvirkari sem tæki til að auðvelda frjálsa hreyfingu vinnuafls og bæta starfsemi á evrópska vinnumarkaðinum, hefur stofnunin farið í gegnum endurnýjunarferli sem sett er fram í EURES reglugerð (ESB) 2016/58.
Eitt af meginmarkmiðum EURES-reglugerðarinnar er að stækka og víkka netið með fleiri samtökum sem þátttakendum, bjóða upp á meiri upplýsingar, leiðbeiningar og ráðningarþjónustu til enn fleiri atvinnuleitenda og vinnuveitenda alls staðar að úr Evrópu.
Í því skyni verða öll aðildarríki ESB/EES að koma á fót innlendum kerfum til að taka inn stofnanir í viðkomandi löndum og gera þær að EURES-meðlimum og samstarfsaðilum. Sérhver stofnun sem veitir þjónustu varðandi atvinnumál er velkomin að taka þátt í netkerfinu ef hún uppfyllir þær viðmiðanir sem mælt er fyrir um í EURES reglugerðinni sem og kröfur og skilyrði sem gerð eru í aðgangskerfi í viðkomandi landi.
Nokkrar grundvallar kröfur:
Til að verða EURES-meðlimur verður stofnun að veita allar eftirfarandi þrjár þjónustur:
- Leggja sitt af mörkunum til að auglýsa laus störf með því að senda gögn til EURES vefgáttarinnar
- Leggja sitt af mörkunum til að vinna úr starfsumsóknum og starfsferilsskrám með því að senda gögn til EURES vefgáttarinnar
- Veita stoðþjónustu beint til atvinnuleitenda og vinnuveitenda (upplýsingar, leiðbeiningar, stuðning við ráðningu eftir vinnu)
EURES-samstarfsaðili skal veita að minnsta kosti eina af þremur þjónustum sem nefndar eru hér að ofan og réttlæta að hann geti ekki skilað allri þjónustu aðildarríkis t.d. vegna stærð þess, takmarkaðra auðlinda eða eðli þeirrar þjónustu sem það venjulega veitir.
Allir EURES-meðlimir og samstarfsaðilar verða að uppfylla tilteknar lágmarksviðmiðanir sem eru tilgreindar í EURES-reglugerðinni varðandi afhendingu þjónustu (t.d. uppfylla kröfur um vinnustaðla og lög, getu til að bjóða þjónustu, stuðning án endurgjalds til starfsmanna) og þátttöku í EURES netinu (t.d. afhendingu af gögnum í samræmi við staðla og snið, forritun og skýrslugerð, nýting og þjálfun starfsmanna).
