Az EURES 1994-ben jött létre az EU és az EGT tagállamaiban működő állami foglalkoztatási szolgálatok közötti, az Európai Bizottság által koordinált hálózat formájában. A hálózatot 2021 óta az Európai Munkaügyi Hatóság koordinálja. Az együttműködésben más szervezetek, például szakszervezetek és munkaadói szervezetek is részt vesznek, különösen az olyan régiókban létrehozott különleges partnerségek tagjaiként, ahol jelentős mértékű a határon átnyúló ingázás.
Annak érdekében, hogy az EURES erősebb és hatékonyabb legyen a szabad mozgás megkönnyítésében és az európai munkaerőpiac működésének javításában tevékenykedő szereplőként, az EURES (EU) 2016/589 rendeletben megreformálták az intézményt.
Az EURES rendelet egyik fő célkitűzése a hálózat bővítése és szélesítése, az eddiginél több szervezet bevonásával, több információ, útmutatás és munkaerő-felvételi szolgáltatások biztosításával az álláskeresők és munkaadók számára még szélesebb körben, Európa-szerte.
E célból az EU/EGT tagállamainak nemzeti rendszereket kell létrehozniuk, hogy az országukban működő szervezetek EURES-taggá és -partnerré válhassanak. Minden olyan szervezet, amely foglalkoztatási szolgáltatásokat nyújt, csatlakozhat a hálózathoz, ha megfelel az EURES-rendeletben meghatározott közös kritériumoknak, valamint az illetékes nemzeti befogadási rendszer követelményeinek és eljárásainak.
Alapvető követelmények:
Az EURES-tagoknak a következő három szolgáltatást kell biztosítaniuk:
- Az EURES-portálra történő adattovábbítás révén hozzájárulnak az álláshirdetések gyűjtéséhez.
- Az EURES-portálra történő adattovábbítás révén hozzájárulnak az álláspályázatok és önéletrajzok gyűjtéséhez.
- Közvetlenül az álláskeresőknek és a munkáltatóknak nyújtanak támogatást (tájékoztatás, útmutatás, munkaerő-felvétel utáni támogatás)
Az EURES-partnereknek a fent említett három szolgáltatás közül legalább egyet biztosítaniuk kell, és igazolniuk kell, hogy nem képesek a tagsággal járó összes szolgáltatás biztosítására, például méretük, korlátozott erőforrásaik vagy az általuk nyújtott egyéb szolgáltatások jellege miatt.
Valamennyi EURES-tagnak és -partnernek meg kell felelnie az EURES-rendeletben felsorolt bizonyos minimumkövetelményeknek a szolgáltatások nyújtása tekintetében (pl. a munkaügyi normák és jogszabályok betartása, szolgáltatásnyújtási kapacitás, ingyenes szolgáltatások a munkavállalóknak) és részt kell vennie az EURES-hálózatban (pl. az adatok szabványok és formátumok szerinti átadása, programozás és jelentéstétel, a személyzet elosztása és képzése).
