Eures blev lanceret i 1994 som et netværk mellem de offentlige arbejdsformidlinger i EU-/EØS-landene og blev dengang koordineret af Europa-Kommissionen. Siden 2021 varetages opgaven af Den Europæiske Arbejdsmarkedsmyndighed. Andre organisationer, f.eks. fagforeninger og arbejdsgiverorganisationer, har også været med, navnlig som deltagere i specifikke partnerskaber i regioner med mange pendlere på tværs af grænserne.
For at styrke Eures og gøre det mere effektivt som instrument til at fremme den frie bevægelighed og forbedre måden, det europæiske arbejdsmarked funger på, har netværket gennemgået en reform, som er indarbejdet i forordning (EU) 2016/589 (Euresforordningen).
Et af de vigtigste mål med Euresforordningen er at udvide nettet for at få flere organisationer til at deltage og dermed tilbyde mere information, mere vejledning og flere rekrutteringstjenester til et endnu bredere publikum af jobsøgende og arbejdsgivere over hele Europa.
Med dette for øje skal alle EU/EØS-medlemsstater indføre nationale systemer til godkendelse af organisationer som Euresmedlemmer og -partnere i deres respektive lande. Enhver organisation, der leverer arbejdsformidlingstjenester, kan deltage i netværket, hvis den opfylder de fælles kriterier, der er fastsat i Euresforordningen, samt kravene og procedurerne i det pågældende nationale godkendelsessystem.
Grundlæggende krav:
For at blive Euresmedlem skal en organisation tilbyde alle følgende tre tjenester:
- bidrage til puljen af ledige stillinger ved overførsel af data til Euresportalen
- bidrage til puljen af jobansøgninger og CV'er ved overførsel af data til Euresportalen
- levere støttetjenester direkte til arbejdstagere og arbejdsgivere (information, vejledning, bistand efter rekruttering).
En Eurespartner skal levere mindst en af de tre overstående tjenester og begrunde at den ikke kan tilbyde alle de tjenester, som et medlem gør, f.eks. på grund af dens størrelse, begrænsede finansielle ressourcer eller arten af de andre tjenester, som den sædvanligvis tilbyder.
Alle Euresmedlemmer og -partnere skal opfylde visse minimumskriterier, som er anført i Euresforordningen, hvad angår levering af tjenester (f.eks. overholdelse af arbejdsnormer og love, kapacitet til at tilbyde tjenester, gratis tjenesteydelser til arbejdstagere) og deltagelse i Euresnettet (f.eks. formidling af data i henhold til standarder og formater, programmering og rapportering, placering og uddannelse af personale).
