EURES е основан през 1994 г. като мрежа между публичните служби по заетостта в страните от ЕС/ЕИП, координирана първоначално от Европейската комисия, а от 2021 г. — от Европейския орган по труда. В нея участват и други организации, например профсъюзи и организации на работодатели, по-конкретно в качеството им на участници в специфични партньорства в региони с висок дял на трансгранично пътуване до работното място.
За целите на укрепването му и превръщането му в по-ефикасен инструмент за улесняване на свободното движение и за подобряване на функционирането на европейския пазар на труда, EURES претърпя реформа, залегнала в Регламент (ЕС) 2016/589 за EURES.
Една от основните цели на този регламент е разширяване на мрежата на EURES и на обхвата на членуващите организации чрез предлагане на повече услуги за информиране, ориентиране и наемане на персонал на още по-широка аудитория от търсещи работа и работодатели в цяла Европа.
За тази цел всички държави членки на ЕС/ЕИП трябва да въведат национални системи за приемане на организации за членове и партньори на EURES в съответните държави. Всяка организация, която предоставя услуги за трудова заетост, е добре дошла да се присъедини към мрежата, ако отговаря на общите критерии, определени в Регламента за EURES, както и на изискванията и процедурите на съответната национална система за приемане.
Някои основни изисквания:
За да стане член на EURES организацията трябва да предоставя следните три услуги:
- принос към базата данни със свободни работни места като предава данни към портала EURES
- принос към базата данни със заявления за работа и автобиографии като предава данни към портала EURES
- директно подпомагане на търсещите работа и на работодателите (информация, ориентиране, подкрепа след наемане на работа)
Партньорите на EURES трябва да предоставят поне една от трите горепосочени услуги, както и да представят основания защо не могат да предоставят всички услуги за дадена държава членка, например поради своя размер, ограничени ресурси или поради естеството на другите услуги, които предлагат.
Всички членове и партньори на EURES трябва да отговарят на определените минимални критерии, посочени в Регламента за EURES, по отношение на предоставянето на услуги (например спазване на трудовите стандарти и разпоредби, капацитет за предлагане на услуги, безплатни услуги за работниците) и участието в мрежата EURES (например предоставяне на данни в съответствие със стандарти и формати, програмиране и докладване, разпределение и обучение на персонала).
