EURES ble lansert i 1994 som et nettverk mellom offentlige arbeidsformidlingstjenester i EU/EØS-land, koordinert av Europakommisjonen og siden 2021 av Det europeiske arbeidsmarkedsbyrået (ELA). Andre organisasjoner, slik som fagforeninger og arbeidsgiverorganisasjoner, har også tatt del, da særlig som deltakere i spesifikke partnerskap i regioner med et høyt nivå av grenseoverskridende pendling.
For å gjøre EURES sterkere og mer effektivt som et verktøy for å legge til rette for fri bevegelse og forbedre måten det europeiske arbeidsmarkedet fungerer på, har det gjennomgått en reform som holdes i hevd via EURES-forordning (EU) 2016/589.
Et av hovedmålene med EURES-forordningen er å utvide nettverket for å få flere organisasjoner til å delta, og dermed tilby mer informasjon, veiledning og rekrutteringstjenester til en enda bredere målgruppe av jobbsøkere og arbeidsgivere over hele Europa.
I lys av dette må alle EU/EØS-medlemsland innføre nasjonale systemer for å ta opp organisasjoner i sine respektive land som EURES-medlemmer og ‑partnere. Enhver organisasjon som tilbyr sysselsettingstjenester, kan slutte seg til nettverket hvis den oppfyller de felles kriteriene oppgitt i EURES-forordningen samt kravene og prosedyrene i det relevante nasjonale opptakssystemet.
Noen grunnleggende krav:
For å bli EURES-medlem må en organisasjon tilby alle de følgende tre tjenestene:
- Bidra til antallet ledige stillinger ved å sende data til EURES-portalen
- Bidra til antallet jobbsøknader og CV-er ved å sende data til EURES-portalen
- Tilby støttetjenester direkte til jobbsøkere og arbeidsgivere (informasjon, veiledning, støtte etter rekruttering)
En EURES-partner må tilby minst én av de tre tjenestene nevnt ovenfor, og oppgi gyldig grunn til at den ikke kan tilby alle tjenestene som et medlem gjør, f.eks. grunnet størrelse, begrensede ressurser eller typen av andre tjenester partneren vanligvis tilbyr.
Alle EURES-medlemmer og -partnere må oppfylle visse minstekriterier som er oppgitt i EURES-forordningen med tanke på tjenestetilbudet (f.eks. samsvar med arbeidsmiljøstandarder og -lover, kapasitet til å tilby tjenester, gratis tjenester til arbeidere) og deltakelse i EURES-nettverket (f.eks. formidling av data i tråd med standarder og formater, programmering og rapportering, plassering og opplæring av medarbeidere).
