Seoladh EURES i 1994 mar líonra idir na Seirbhísí Poiblí Fostaíochta i dtíortha an AE/LEE arna gcomhordú ag an am ag an gCoimisiún Eorpach agus ó 2021 i leith ag an Údarás Eorpach Saothair. Ghlac eagraíochtaí eile, amhail ceardchumainn agus eagraíochtaí fostóirí, páirt ann freisin, go háirithe mar rannpháirtithe i gcomhpháirtíochtaí sonracha i réigiúin ina mbíonn ardleibhéil chomaitéireachta trasteorann ar bun.
Rinneadh athchóiriú a chumhdaítear i Rialachán (AE) 2016/589 (Rialachán EURES) ar EURES ansin chun é a dhéanamh níos láidre agus níos éifeachtúla mar ionstraim a bhfuil mar aidhm léi saorghluaiseacht a éascú agus feabhas a chur ar fheidhmiú mhargadh saothair na hEorpa.
Ceann de na príomhchuspóirí atá le Rialachán EURES is ea an líonra a leathnú ionas go nglacfaidh tuilleadh eagraíochtaí páirt ann agus, ar an mbealach sin, go soláthrófar tuilleadh seirbhísí faisnéise, treorach agus earcaíochta do raon níos leithne cuardaitheoirí poist agus fostóirí ar fud na hEorpa ar fad.
Chuige sin, ní mór do gach Ballstát den Aontas Eorpach/den Limistéar Eorpach Eacnamaíoch córais náisiúnta a chur i bhfeidhm le haghaidh eagraíochtaí ina dtír féin a ligean isteach mar Bhaill agus mar Chomhpháirtithe de chuid EURES. Féadfaidh aon eagraíocht a sholáthraíonn seirbhísí fostaíochta dul isteach sa líonra má chomhlíonann sí na critéir chomhchoiteanna a leagtar síos i Rialachán EURES agus ceanglais agus nósanna imeachta an chórais náisiúnta ábhartha um ligean isteach.

Chun a bheith ina Ball de chuid EURES, ní mór d’eagraíocht gach ceann de na trí sheirbhís seo a leanas a chur ar fáil:
- Cur le líon na bhfolúntas poist trí shonraí a tharchur chuig tairseach EURES
- Cur le líon na n-iarratas ar phoist agus na CVanna trí shonraí a tharchur chuig tairseach EURES
- Seirbhísí tacaíochta a chur ar fáil go díreach do chuardaitheoirí poist agus d’fhostóirí (faisnéis, treoir, tacaíocht iar-earcaíochta)
Ní mór do Chomhpháirtí de chuid EURES ceann amháin ar a laghad de na trí sheirbhís a luaitear thuas a chur ar fáil agus údar a thabhairt in aon chás nach féidir leis gach seirbhís de chuid Baill a sholáthar ann, m.sh. mar gheall ar a mhéid, mar gheall ar na hacmhainní teoranta atá aige nó mar gheall ar chineál na seirbhísí eile a chuireann sé ar fáil de ghnáth.
Ní mór do gach Ball agus Comhpháirtí de chuid EURES íoschritéir áirithe a liostaítear i Rialachán EURES a chomhlíonadh ó thaobh soláthar seirbhíse de (m.sh. caighdeáin agus dlíthe saothair a chomhlíonadh; an cumas chun seirbhísí a thairiscint; seirbhísí a chur ar fáil saor in aisce d’oibrithe) agus páirt a ghlacadh i líonra EURES (m.sh. sonraí a sholáthar de réir caighdeán agus formáidí; clársceidealú agus tuairisciú; baill foirne a leithdháileadh agus a oiliúint).
