EURES asutati 1994. aastal ELi/EMP riikide riiklike tööturuasutuste võrgustikuna, mida alguses koordineeris Euroopa Komisjon ja alates 2021. aastast Euroopa Tööjõuamet. Osalenud on ka muud organisatsioonid, näiteks ametiühingud ja tööandjate organisatsioonid, eelkõige suure piiriülese rändega piirkondade partnerlustes.
Et EURES oleks tugevam ja tõhusam vahend, mis soodustab vaba liikumist ja parandab Euroopa tööturu toimimist, reformiti seda EURESe määrusega (EL) 2016/589.
EURESe määruse üks põhieesmärke on laiendada ja arendada võrgustikku, et kaasata rohkem organisatsioone, pakkudes kogu Euroopa tööotsijatele ja tööandjatele rohkem teabe-, juhendamis- ja värbamisteenuseid.
Selleks peavad kõik ELi/EMP liikmesriigid looma riiklikud süsteemid, mis võimaldaksid võtta riikides organisatsioone EURESe liikmeteks ja partneriteks. Iga tööhõiveteenuseid osutav organisatsioon võib võrgustikuga liituda, kui vastab EURESe määruses sätestatud ühiskriteeriumidele ning asjaomase riikliku vastuvõtusüsteemi nõuetele ja menetlustele.
Põhinõuded
EURESe liikmeks saamiseks peab organisatsioon osutama kõiki kolme järgmist teenust:
- koguma tööpakkumisi, edastades teavet EURESe portaali,
- koguma tööle kandideerimise avaldusi ja CVsid, edastades teavet EURESe portaali,
- pakkuma tööotsijatele ja tööandjatele vahetuid tugiteenuseid (teave, juhendamine, värbamisjärgne tugi).
EURESe partner peab osutama kolmest nimetatud teenusest vähemalt üht ja põhjendama, miks ta ei saa osutada kõiki EURESe liikme teenuseid, nt suuruse, piiratud ressursside või muude tavaliselt osutatavate teenuste iseloomu tõttu.
Kõik EURESe liikmed ja partnerid peavad vastama teatud EURESe määruses loetletud miinimumkriteeriumidele seoses teenuste osutamisega (nt vastavus tööõigusele ja seadusele, suutlikkus pakkuda teenuseid, tasuta teenuseid töötajatele) ning osalemisega EURESe võrgustikus (nt andmete edastamine standardite ja vormingute kohaselt, kavandamine ja aruandlus, töötajate ametisse määramine ja koolitamine).
