A EURES foi lançada em 1994 como uma rede entre os Serviços Públicos de Emprego nos países da UE/EEE, coordenada nessa altura pela Comissão Europeia e, desde 2021, pela Autoridade Europeia do Trabalho. Participam também outras organizações, como sindicatos e organizações patronais, em particular no âmbito de parcerias específicas em regiões com níveis elevados de movimentos pendulares transfronteiriços.
A rede EURES foi objeto de uma reforma consagrada no Regulamento (UE) n.º 2016/589, a qual visou torná-la mais forte e mais eficiente como instrumento para facilitar a livre circulação e melhorar o funcionamento do mercado de trabalho europeu.
Um dos principais objetivos do Regulamento EURES consiste em expandir e alargar a rede no sentido de ter mais organizações participantes, prestando mais informações, orientação e serviços de recrutamento a um público ainda mais vasto de candidatos a emprego e empregadores em toda a Europa.
Para o efeito, todos os Estados-Membros da UE/EEE têm de criar sistemas nacionais responsáveis por admitir organizações nos seus respetivos países enquanto membros e parceiros EURES. Qualquer organização que preste serviços de emprego é bem-vinda à rede se satisfizer os critérios comuns definidos no Regulamento EURES, bem como os requisitos e procedimentos do sistema nacional de admissão relevante.
Alguns requisitos de base:
Para tornar-se membro EURES, a organização tem de prestar todos os três serviços seguintes:
- Contribuir para a reserva de ofertas de emprego transmitindo informações para o portal EURES
- Contribuir para a reserva de pedidos de emprego e de CV transmitindo informações para o portal EURES
- Prestar serviços de apoio diretamente aos candidatos a emprego e aos empregadores (informação, orientação, apoio pós-recrutamento)
Um parceiro EURES deve prestar pelo menos um dos três serviços acima mencionados e justificar que não pode prestar todos os serviços de um membro, por ex., em virtude da sua dimensão, de recursos limitados ou da natureza dos outros serviços que normalmente presta.
Todos os membros e parceiros EURES devem satisfazer determinados critérios mínimos enumerados no Regulamento EURES em matéria de prestação de serviços (por ex., cumprimento de normas laborais e requisitos legais; capacidade para prestar serviços gratuitos aos trabalhadores) e de participação na rede EURES (por ex., fornecimento de dados de acordo com determinadas normas e formatos; programação e apresentação de relatórios; afetação e formação do pessoal).
