EURES wurde 1994 als Netzwerk der öffentlichen Arbeitsverwaltungen in den EU-/EWR-Ländern ins Leben gerufen und wurde zunächst von der Europäischen Kommission und seit 2021 von der Europäischen Arbeitsbehörde koordiniert. Andere Einrichtungen wie Gewerkschaften und Arbeitgeberverbände haben ebenfalls teilgenommen, insbesondere als Teilnehmer an besonderen Partnerschaften in Regionen mit hohem grenzüberschreitenden Pendlerverkehr.
Um EURES als Instrument zur Förderung der Freizügigkeit und zur Verbesserung des Funktionierens des europäischen Arbeitsmarktes stärker und effizienter zu gestalten, wurde es einer in der EURES-Verordnung (EU) 2016/589 festgelegten Reform unterzogen.
Eines der Hauptziele der EURES-Verordnung besteht darin, das Netzwerk zu erweitern, so dass mehr Einrichtungen teilnehmen und mehr Informations-, Beratungs- und Rekrutierungsleistungen einem noch größeren Kreis von Arbeitsuchenden und Arbeitgebern in ganz Europa angeboten werden können.
Zu diesem Zweck müssen alle EU-/EWR-Mitgliedstaaten nationale Systeme zur Aufnahme von Einrichtungen in ihren jeweiligen Ländern einrichten, damit diese EURES-Mitglieder und -Partner werden. Jede Einrichtung, die Beschäftigungsdienstleistungen erbringt, ist im Netzwerk willkommen, sofern sie die in der EURES-Verordnung festgelegten gemeinsamen Kriterien sowie die Anforderungen und Verfahren des jeweiligen nationalen Zulassungssystems erfüllt.
Einige grundlegende Anforderungen:
Um EURES-Mitglied zu werden, muss eine Einrichtung alle drei folgenden Dienstleistungen erbringen:
- Beitrag zum Pool der Stellenangebote durch die Übermittlung von Daten an das EURES-Portal
- Beitrag zum Pool der Stellengesuche und Lebensläufe durch die Übermittlung von Daten an das EURES-Portal
- Direkte Unterstützung von Arbeitsuchenden und Arbeitgebern (Information, Beratung, Unterstützung nach der Rekrutierung)
Ein EURES-Partner muss mindestens eine der drei oben genannten Dienstleistungen erbringen und begründen, wenn er nicht alle Dienste eines Mitglieds erbringen kann, z. B. wegen seiner Größe, begrenzter Ressourcen oder der Art der anderen Dienstleistungen, die er normalerweise erbringt.
Alle EURES-Mitglieder und -Partner müssen bestimmte Mindestkriterien erfüllen, die in der EURES-Verordnung in Bezug auf die Erbringung der Dienstleistungen aufgeführt sind (z. B. Einhaltung der Arbeitsnormen und -vorschriften; Fähigkeit, Dienstleistungen anzubieten; kostenlose Unterstützungsleistungen für Arbeitnehmer) und Teilnahme am EURES-Netz (z. B. Bereitstellung von Daten nach Standards und Formaten, Programmplanung und Berichterstattung, Zuweisung und Schulung von Personal).
