EURES se puso en marcha en 1994 como una red, coordinada en su momento por la Comisión Europea y desde 2021 por la Autoridad Laboral Europea, entre los servicios públicos de empleo de los países de la UE y del EEE. También han participado otras organizaciones, como sindicatos y organizaciones empresariales, especialmente en asociaciones específicas en regiones con altos niveles de desplazamientos transfronterizos.
Para dar más solidez y eficiencia a EURES como instrumento para facilitar la libre circulación y mejorar el funcionamiento del mercado de trabajo europeo, el servicio ha experimentado una reforma recogida en el Reglamento (UE) n.º 2016/589 relativo a EURES.
Uno de los principales objetivos del Reglamento EURES es ampliar la red para que haya más organizaciones participantes, ofreciendo más información, orientación y servicios de contratación a un público aún más amplio de demandantes de empleo y empleadores en toda Europa.
A tal fin, todos los Estados miembros de la UE y del EEE deben establecer sistemas nacionales para la admisión de organizaciones en sus respectivos países para convertirse en miembros y socios de EURES. Cualquier organización que preste servicios de empleo puede adherirse a la red si cumple los criterios comunes establecidos en el Reglamento EURES, así como los requisitos y procedimientos del sistema nacional de admisión pertinente.
Algunos requisitos básicos:
Para convertirse en miembro de EURES, una organización debe prestar estos tres servicios:
- contribuir a la puesta en común de ofertas de empleo mediante la transmisión de datos al portal EURES;
- contribuir a la puesta en común de ofertas de empleo y de CV mediante la transmisión de datos al portal EURES;
- prestar servicios de apoyo directamente a los demandantes de empleo y los empleadores (información, orientación, apoyo posterior a la contratación).
Un socio de EURES deberá prestar al menos uno de los tres servicios antes mencionados y justificar que no puede prestar todos los servicios de un Miembro por su tamaño, recursos limitados o el carácter de los demás servicios que presta normalmente.
Todos los miembros y socios de EURES deberán cumplir determinados criterios mínimos enumerados en el Reglamento EURES en términos de prestación de servicios (p. ej., conformidad con las normas laborales y la legislación y capacidad para ofrecer servicios de forma gratuita a los trabajadores) y participación en la red EURES (p. ej., la entrega de datos con arreglo a las normas y formatos, programación y presentación de informes, la asignación y la formación del personal).
