When does the European Coordination Office (ECO) process your personal data

The EURES portal and related IT services are operated by the European Coordination Office for EURES, set up under the European Labour Authority (ELA) - Information and EURES Unit.

On the EURES portal, we collect and use personal data for various purposes. While doing so, we are committed to protect your personal data, and only process it in a lawful, fair and transparent manner, always in compliance with Regulation (EU) 2018/1725.

How does ECO process your personal data?

EURES (European network of employment services), re-established by Regulation (EU) 2016/589 of the European Parliament and of the Council of 13 April 2016, is a network of employment services created to help jobseekers and employers to find each other across Europe.

The activities of the EURES network are supported by ECO, managed by the European Labour Authority (ELA). Each participating country (31) designates a National Coordination Office (NCO), generally linked to either their public employment services (PES) or their Ministry of Labour.

Who is who

  1. ECO
    European Coordination Office

    The network is coordinated at European level by the European Coordination Office, established within the European Labour Authority. ECO manages the EURES portal and the European (Online) Job Days web platform.

  2. NCO
    National Coordination Offices

    Each country member of the network has appointed a National Coordination Office for EURES, responsible for coordinating the national network of Members and Partners.

  3. M&P
    EURES Members and Partners

    The services to jobseekers and employers are provided by EURES Members and Partners.

  4. PES
    Public employment services

    They play a specific role, as they are participating and providing services as EURES Members just as other Members. Besides PES, other employment services and organisations providing services to jobseekers and employers can also participate either as EURES Members or as EURES Partners. It depends on the kind of services they offer.

    A EURES Member provides the full range of EURES services whereas a EURES Partner has a more limited service offer, depending on the size of the organisation or the character of the other services it normally provides.

Your rights when we process your personal data

When your personal information is processed by ELA (or any EU institution), you have the right to know about it.

You have the right to access the information and have it rectified without undue delay if it is inaccurate or incomplete.

Under certain conditions, you have the right to ask that we delete your personal data or restrict its use. Where applicable, you have the right to object to our processing of your personal data, on grounds relating to your particular situation, at any time, and the right to data portability. We will consider your request, take a decision and communicate it to you without undue delay and in any event within one month of receipt of the request. That period may be extended by two further months where necessary.

You can request that we communicate, as soon as possible, any changes to your personal data to other parties to whom your data have been disclosed.

You have also the right not to be subject to automated decisions (made solely by machines) affecting you, as defined by law.

You have, in any case, the right to have recourse to the European Data Protection Supervisor (EDPS) at edpsatedps [dot] europa [dot] eu (edps[at]edps[dot]europa[dot]eu) as a supervisory authority, if you consider that your rights under Regulation (EU) 2018/1725 have been infringed.

How to exercise your data protection rights at ELA

Data protection is a fundamental right, protected not only by national legislation but also by European Union law. At ELA, we are responsible for the personal data that we collect and process. If ELA is processing your personal data and you would like to exercise your data protection rights, please send us a written enquiry.

In principle, we cannot accept verbal enquiries (telephone or face-to-face) as we may not be able to deal with your request immediately without first analysing it and reliably identifying you.

You can send your request to ELA by post in a sealed envelope or data-protectionatela [dot] europa [dot] eu (contact our Data Protection Officer) by email. 

Your request should contain a detailed, accurate description of the personal data you want access to. 

Where there are reasonable doubts regarding your identity, you might be asked to provide a copy of an identification document as a means to authenticate your identity. Should you provide a copy of your ID card or passport or any other document, personal details such as your name and address should be visible. Data such as your photo and personal characteristics can be blacked out on the copy.

Our use of the information on your identification document is strictly limited: we will only use the data to verify your identity and will not store them for longer than needed for this purpose.
