At the beginning of 2023, Lithuania had 2 860 002 permanent residents (preliminary data). As of 1 April this year, 157 900 persons were registered in the country as unemployed. The unemployed accounted for 9.0% of the country’s working age population. Compared to the situation a year ago (1 April 2022), the number of unemployed is down by 6.2% or 10 400 and the registered unemployment rate is by 0.7 percentage points lower.
Positive developments are observed in most of the country’s municipalities: in March, the registered unemployment rate decreased in 42 out of the country’s 60 municipalities, remained stable in 10 municipalities and increased in 8 municipalities.
The labour market remains resilient and active, despite the economic slowdown and continued uncertainty due to geopolitical reasons: the number of the unemployed is falling and the number of the employed is increasing. The situation projected for 2023 indicates that the bargaining power of some jobseekers is declining: as companies slow down their expansion plans, the number of job offers decreases and competition for vacancies increases, jobseekers seeking quick employment have fewer opportunities to choose and negotiate their employment conditions. The exception is occupations in short supply (health, training, engineering professionals, some groups of skilled workers and machinery and plant operators).

In 2022, 274 000 job vacancies were registered with the Employment Service. The largest number of job vacancies was registered by transport and storage (16.5%) and manufacturing (16.3%) companies.
In 2022, the number of job offers increased in education, public administration, accommodation and catering services, human health and social work activities, financial and insurance activities, mining and quarrying, professional, scientific and technical, information and communication, and other service activities.
Three quarters of the job vacancies registered in 2022 were for skilled jobs (16.5% for professionals, technicians and clerical staff, 13.8% – for service and sales workers, 42.9% – for skilled workers and plant and machinery operators, 1.4% – for managers). Offers for unskilled jobs accounted for a quarter (25.6%).
Job vacancies are concentrated in the country’s major cities. Almost one third of job offers in 2022 were job vacancies registered in Vilnius City Municipality (31.1%). In the country’s five major cities – Vilnius, Kaunas, Klaipėda, Šiauliai and Panevėžys – job vacancies accounted for three fifths (61.6%) of the total number of job vacancies registered in 2022. More job vacancies (excluding qualification and occupational matching) than jobseekers were registered in Vilnius County and Kaunas County in 2022, while in the other counties, the opposite was true.
In 2022 the main labour market shortages concerned bus and heavy truck and lorry drivers, food and related products machine operators, workers in textile and leather, building frame workers not elsewhere classified, concrete placers and concrete finishers, service station attendants, metal working machine tool setters and operators, structural metal workers, bakers, pastry-cooks and confectionery makers, cooks, tailors, building workers, electricians, plumbers and pipe fitters, pre-school teachers and cashiers. The number of job vacancies registered in these occupational subgroups is at least twice as high as the number of registered jobseekers in the same period.
The most acute shortages in Alytus County and Klaipėda County were for food and related products machine operators, in Vilnius County for metal processing and treatment plant operators, in Marijampolė County for wood processing plant operators, in Panevėžys County for mechanical machine assemblers, in Šiauliai County for heavy truck and lorry drivers, in Tauragė County for packaging, bottling and labelling machine operators, in Telšiai County and Kaunas County for pulp and papermaking plant operators, in Utena County for workers in textile, leather and related materials.
The ageing of the population leads to a growing demand for health professionals. Over the last five years, the number of people working as general medical practitioners, specialist medical practitioners, dentists, dental assistants and therapists, pharmacists, physiotherapists, nursing assistants and psychologists has increased in Lithuania. Almost every year, there is a shortage of nursing professionals and doctors (i.e. the number of such job vacancies is greater than that of relevant jobseekers).
There is an increasing number of people working as social workers and home care workers. The increasing demand for this profession is linked to a greater focus on the socially vulnerable and a desire to provide more services to people who need help in coping with the challenges of everyday life.
Digitalisation increases the demand for IT professionals. The number of people working as software, applications, web and multimedia developers, database designers and administrators, computer network professionals, etc. is growing. Accordingly, there is an increase in the number of people working as IT service managers, IT and communication services sales professionals.
Despite digitalisation and the penetration of IT in the workplace, the demand for human resources (HR) professionals is growing not only in Lithuania but also in many countries. It is these professionals who are tasked with the mission of creating an inclusive and motivating environment within the organisation, attracting and retaining talent, and strengthening organisational communities. The growth in the number of HR professionals has been recorded over the last five years, and the growth in the number of HR managers over the last four years.
The fast-paced life is reflected in occupations: the growth in the number of people working as fast food preparers (including pizza makers, fast food workers, etc.) has been observed for five consecutive years.
Lithuania has approved a list of occupations for which there is a shortage of workers in the Republic of Lithuania by economic activity for 2023. Foreign nationals of the specified occupations have easier access to the labour market. The list includes 67 medium-skilled occupations. The European Centre for the Development of Vocational Training (Cedefop) predicts that the sectors with the highest employment rate growth in Lithuania until 2030 will be finance and insurance (+11.9%), information and communication (+9.5%), professional, scientific and technical activities (+7.1%), accommodation and catering services (+9.3%). The largest mismatch between labour supply and demand in Lithuania in 2022 remained in the skilled workers and operators group. The number of job offers for skilled workers or operators in 2022 was almost twice as high as the number of relevant jobseekers, or greater by 56 500. Meanwhile, the number of people seeking unskilled jobs was 1.4 times higher, or greater by 24 800, than the number of job vacancies. The number of jobseekers who started looking for a professional, technician or clerical job was around 1.5 times, or 25 000, more than the number of such job vacancies, but a significant share of jobseekers prefers a manager or administrator job.
In Lithuania, the number of people working as laundry and ironing (manual) workers, general service workers, pollsters, postmen, and gambling house clerks has been declining over the last five years.
In many cases, the demand for the occupations listed is due to technological advances: some gambling activities have moved online, some of the tasks carried out by secretaries are can be simply and quickly done by the staff themselves (e.g. scanning, drafting and sending replies to enquirers, organising meetings, recording meetings, etc.).
The decline in domestic production of some products also has an impact. For example, the number of people working as shoemaking machine operators in Lithuania is small (a couple of dozen) and decreasing year after year. There were no job offers for this occupation in 2022.
Some of the occupations for which there have been no job offers at all in the last four years include straw weavers, newspaper street vendors, photo printers, stenographers, tub makers, glass blowers.

Klaipėda County is the only county in Lithuania with a sea coast. Panevėžys County is located in north-eastern Lithuania. Panevėžys is the centre of the county and of Aukštaitija ethnographic region. At present, the county area covers Panevėžys town and the municipalities of Biržai, Kupiškis, Panevėžys, Pasvalys and Rokiškis. In terms of area, Panevėžys County is the fourth largest county in Lithuania. Panevėžys County is dominated by small and medium-sized businesses, with companies of 1–9 employees accounting for the bulk of operations. Telšiai County is the smallest of the ten counties of Lithuania in terms of area; it is an administrative territorial unit at national level of 1995–2010 located in the western part of the country.
