Labour market

As of 1 January 2024, about 2.9 million people lived in Lithuania. The gross domestic product per inhabitant was EUR 23 800 in 2022, 32.8% lower than the average of EUR 35 400 per inhabitant in the EU27. Between 2018 and 2022, the GDP per capita increased by 47%.

In 2023, more than 1.5 million people were active on the labour market in Lithuania. The employment rate was 73.2%, 2.8 percentage points higher than the EU27 average and almost identical to 2018. In 2023, for women, the employment rate was 72.6%, for men, the employment rate was 73.7%, and for youth, the employment rate was 30.8%, with only women having a rate higher than the EU average and with men and youth having rates lower than the EU average.

In 2023, the unemployment rate was nearly matching the level registered in 2022. In 2023, the unemployment rate returned to the level before the pandemic, when it equalled 6.3% in 2018, and 6.5% in 2019. The unemployment rate fluctuated compared to the EU27 average in the year(s) 2018, 2019 and 2022 it was below the EU27 average, with rates of 6.3 %, 6.5 %, 6.2 %, respectively in the year(s) 2020, 2021 and 2023 it was above the EU27 average, with rates of 8.8 %, 7.4 %, 7.1 %, respectively. In 2023, it was 1 percentage points higher in Lithuania than in the EU27, nearly matching the EU27 average.

 

In 2023, 97.3% of the active workforce were from Lithuania, 0.2% from other EU Member States and 2.5 from third countries. In the EU27, as of 2023, the highest proportion of the workforce comes from the respective country (85% on average), while on average a smaller portion is from foreign countries (4.3% from other EU Member States, and 10.5% from third countries).

 

In 2022, most employees worked in wholesale and retail trade; repair of motor vehicles and motorcycles (20.3%), followed by manufacturing (19.4%), transportation and storage (14.4%) and construction (10.8%). In terms of number of enterprises, most can be found in wholesale and retail trade; repair of motor vehicles and motorcycles (19.2%), professional, scientific and technical activities (14.3%), and construction (13%).

 

In Lithuania, the highest proportion of employees (33.4%) worked in micro companies with up to 9 employees. These companies accounted for the majority of all enterprises in the country (95.2%) with 313 690 of such businesses. 26.4% of persons employed worked in large companies with more than 250 employees, 20% of persons employed worked in medium companies with 50 to 249 employees, 11.9% of persons employed worked in small companies with 20 to 49 employees and 8.4% of persons employed worked in small companies with 10 to 19 employees.

 

Vacancies

In 2024, in Lithuania, the occupational groups with the highest occurrence of shortage occupations were: stationary plant and machine operators, building and related trades workers (excluding electricians) and food processing, woodworking, garment and other craft and related trades workers. On the other hand, the occupational groups with the highest occurrence of surplus occupations were business and administration associate professionals, labourers in mining, construction, manufacturing and transport and legal, social, cultural and related associate professionals.

Job vacancy rate

Regarding the job vacancy rate (defined as the number of job vacancies expressed as a percentage of the total sum of occupied posts and job vacancies), in 2023 this was 2 % in the industry, construction and services, nearly matching the EU27 average. This rate has increased by 0.1 percentage points compared to 2022 and it is still above the situation before 2020, when it stood only at 1.4%.

Wages

Minimum wage

As of 1 January 2024, the statutory minimum wage in Lithuania was set at 924 EUR. Collective bargaining in Lithuania is at 26.6%.

Monthly average gross and net earnings

In 2023, the gross average earnings of a single person stood at EUR 1951, while the EU27 average was EUR 3417. The equivalent net wage was EUR 1 213 in Lithuania, compared to EUR 2351 in the EU27. Compared to 2018, gross average earnings increased by 109.8% in Lithuania and by 19.8% in the EU27. During the same period, the net wages have increased by 67.5% in Lithuania and by 22.1% in the EU27.

Expected growing or declining sectors

Information and communication, financial and insurance activities, professional, scientific and technical activities are the sectors where the number of employed has grown the most in recent years in Lithuania. As of 2018, the number of employed doubled in the information and communication sector; it increased by one and a half times in the financial sector and increased by one third in the professional, scientific and technical activities sector.

Among the sectors with the significant decrease in employment was agriculture, where employment fell by a quarter.

Female labour market participation

The most feminised sectors in Lithuania are education and human health and social work. Women make up more than 80% of the employed in these sectors. Women also account for a significant share of employment in the accommodation and food services, as well as financial and insurance activities (74.6% and 69.4% respectively). In information and communication sector women account for almost one-third of employed. The number of women working in the ICT has increased one and a half times in the last five years. The most male-dominated sectors are quarrying and construction.

Immigration (from the EU, from third countries)

Lithuanian companies employ ~150 thousand foreigners from 160 countries. Most of them work in the transportation, construction, manufacturing, IT, accommodation and food services sectors. Most foreigners in Lithuania work as heavy truck and lorry drivers (mainly international freight transport vehicle drivers), welders, concrete placers, structural metal preparers and erectors, cooks, house builders, electricians, plumbers and pipe fitters, bricklayers, butchers, fishmongers. In high-skilled jobs, most of the foreigners work as software developers, logistics and sales managers.

Issues related to remuneration (e.g. minimum wage, living wage, subsidies)

As of January 1, 2024, Lithuania’s minimum monthly wage is set at €924. In August 2024, the Lithuanian government approved a further increase to €1 038, effective from January 1, 2025. As of the second quarter of 2024, the average gross monthly wage in Lithuania is €2 196.40. This figure represents the total earnings before taxes and other deductions. After accounting for taxes, the average net monthly wage is approximately €1 352.

Traineeships, internships and apprenticeships

Apprenticeships in Lithuania are a form of vocational education and training that combine practical on-the-job experience with theoretical instruction. Apprenticeships are structured to ensure that at least 70% of the training occurs in a real workplace environment, with the remaining 20% to 30% conducted in vocational education institutions. This model facilitates the simultaneous acquisition of practical skills and theoretical knowledge. The duration of an apprenticeship varies based on the specific vocational program and the agreements between the vocational education, training provider and the employer. The extensive goal is to promote faster economic and social integration, enhance productivity, and improve the competitiveness of the national economy. Remote work

The incidence of remote work has been gradually increasing in Lithuania between 2018 and 2023, from 2.5% to 5.6%. Similarly, the share of remote work as measured by ‘sometimes’ has increased from 2.1% to 7.1%. The increase in the incidence of remote work was exceptionally high during the pandemic.

Vilnius Region (Sostinės regionas)

With 848 724 inhabitants, Vilnius Region represented about 29.7% of the population in Lithuania in 2023.

The gross domestic product per capita, adjusted for price levels (PPS) in Vilnius Region was 99.7% of the EU27 average, well above the national average of 67.2%.

The Vilnius region, as Lithuania’s capital area, has a diversified economy with key sectors contributing to the growth.

Vilnius has a rapidly growing IT sector with many software development firms, startups and international companies setting up offices there. It stands at the forefront at developing Lithuanian biotech industry and is a popular base for fintech startups and companies.

The Vilnius region hosts a variety of industries including electronics, precision machinery, biotechnology, pharmaceuticals, metal and plastic products, etc. Companies operating in advanced manufacturing focus on producing such high-tech products as scientific and industrial lasers, optical parametric amplifiers, solar cells and modules, metering equipment, etc.

The hospitality industry is also an important economic driver of the region as Vilnius with its UNESCO-listed Old Town is an attractive place to visit.

With a high level of English proficiency and a multilingual population, Vilnius offers a cosmopolitan work environment.

In 2023, more than 496 500 people were active in the labour market in Vilnius Region. 62.5% had tertiary education, 35.5% had secondary education, and 2% had primary education. The employment rate in Vilnius Region was 65.2 % in 2023, 6.4 percentage points higher than the national average in Lithuania and 1.3 percentage points lower compared to 2022.

The employment rate for women in 2023 was 61.5%, men had an employment rate of 69.4%, and for the youth the employment rate was 33%, all above the national average.

Vacancies

In the Vilnius region most vacancies are announced in the sectors of transportation, manufacturing (furniture, food, plastic and metal products, etc.), construction, administrative and service activities, trade and motor vehicle repair, accommodation and food service. Demand for heavy truck and lorry drivers (international freight transport vehicle drivers mostly) and bus drivers is reported in transportation, while demand for plastic products machine operators, metal working machine tool setters and operators, paper product machine operators, tailors, assemblers, carpenters, bakers and pastry-cooks are announced in manufacturing. In construction the highest demand recorded is for plumbers and pipe fitters, road workers, concrete placers, painters, electricians, bricklayers, earthmoving and related plant operators (excavator operators, paver operators), house builders, etc. In accommodation and food service there is demand for cooks, chefs and kitchen helpers. In other sectors there is demand for motor vehicle mechanics, stock clerks, sales and logistics managers, etc.

Central and Western Lithuania Region (Vidurio ir vakarų Lietuvos regionas)

With 2 008 555 inhabitants, Central and Western Lithuania Region represented about 70.3% of the population in Lithuania in 2023.

The gross domestic product per capita, adjusted for price levels (PPS) in Central and Western Lithuania Region was 53.7% of the EU27 average, well below the national average of 67.2%.

In 2023, more than 1 050 400 people were active in the labour market in Central and Western Lithuania Region. 41.5% had tertiary education, 53.1% had secondary education, and 5.4% had primary education. The employment rate in Central and Western Lithuania Region was 56.1 % in 2023, 2.7 percentage points lower than the national average in Lithuania and in line with 2022 figures.

The employment rate for women in 2023 was 52%, men had an employment rate of 61%, and for the youth the employment rate was 30%, all below the national average.

Alytus County

Alytus is home to the only refrigerator producer in the Baltic Sea Region and has a well-established record in manufacturing electrical appliances. It is also known for its stainless-steel products, storage tanks and pressure vessels.

The Alytus region has a strong tradition in textiles and garment production (technical textile, furniture upholstery, home textile, sportswear, etc.).

The distinctive feature of the Alytus region is Druskininkai resort, well-known for its medical spas and wellness tourism. Druskininkai offers a wide range of therapeutic and relaxation services, wellness centres, and resorts making it a popular destination for both local and international tourists.

Kaunas County

Kaunas, Lithuania’s second-largest city, has a diverse and dynamic economic shaped by its industrial heritage, strategic location, and academic institutions. The Kaunas region is characterised by a variety of activities – from world-famous international companies operating in Kaunas Free Economic Zone, growing IT sector, universities fostering innovations, leading fertilizers manufacturers, to more traditional sectors and health and wellness services in Birštonas resort town.

Kaunas industrial powerhouse include industries of automotive components, electronics, metalworking, and machinery. Key international companies, such as Continental and Hella, have established facilities in Kaunas, contributing to the region’s position in the automotive supply chain for European car manufacturers.

The region also has a variety of other manufacturing industries, including medical devices, furniture, food, clothing and textile, etc.

Located at a crossroads of major European transport routes, Kaunas serves as a logistics hub and distribution centre.

The largest number of vacancies is for manufacturing (food, furniture, metal products, wood products, clothing manufacturing, textiles, etc.), trade, administrative and service activities, construction, human health and social work, accommodation and food services, transportation. In manufacturing companies, the high demand is for tailors, bakers, butchers and fishmongers, metal working machine tool setters and operators, carpenters, stock clerks, welders, etc. Construction companies are mainly looking for skilled road workers, plumbers and pipe fitters, painters, electricians, house builders, etc. Transportation companies record high demand for international freight transport vehicle drivers. Food service companies record vacancies for cooks and kitchen helpers. Klaipėda county

The Klaipėda region, located on Lithuania’s Baltic coast, has a robust economy shaped by its strategic coastal location, ice-free port, and diverse industries.

Klaipėda is home to the Baltic region’s only ice-free port, making it a regional hub for logistics and transportation. It has a large shipyard and marine engineering companies specializing in ship repair and maintenance.

Klaipėda is also a key centre of Lithuania’s petrochemical industry. It is the largest supplier of PET products in Europe.

The region also has a variety of other manufacturing industries, including food and beverages (pet food, beer fish, etc.), tobacco products, wood processing and furniture.

Another distinctive feature of the Klaipėda region’s economic landscape is tourism and hospitality industry. With its coastal location and attractions such as the resort town of Palanga and the Curonion Spit (a UNESCO WHL site), the region attracts both local and internation tourists.

Marijampolė County

The Marijampolė region is known for several core economic activities and geographic position near the Polish border. Mockava terminal serves as a gateway for the Baltic States to EU railway system. This makes it an important distribution hub.

The main economic activities in the Marijampolė region include wood processing and furniture manufacturing (windows, glued plywood, particle boards, wooden pallets, soft furniture, and timber products), as well as food production (frozen bakery products, confectionery, meat and fish processing, dairy processing).

The Marijampolė region also has a presence in the metal processing and machinery (metal structures, containers, machined and forged components, packaging machines, and automation solutions), and textile and apparel sectors.

In the Marijampolė county a high number of vacancies are announced by manufacturing (food wood products, etc.), trade, transportation, construction companies, as well as in administrative and service activities. Bakers, food and related products machine operators, woodworking and metal working machine tool setters and operators are wanted by manufacturing companies.
