Labour market

As of 1 January 2024, about 10.4 million people lived in Greece. The gross domestic product per inhabitant was EUR 19 500 in 2022, 44.9% lower than the average of EUR 35 400 per inhabitant in the EU27. Between 2018 and 2022, the GDP per capita increased by 17%.

In 2023, more than 4.7 million people were active on the labour market in Greece. The employment rate was 61.8%, 8.6 percentage points lower than the EU27 average and 6.9 percentage points higher compared to 2018. In 2023, for women, the employment rate was 52.8%, for men, the employment rate was 70.8%, and for youth, the employment rate was 18.3%, all below the EU average.

In 2023, the unemployment rate was 1.4 percentage points lower than in 2022. In 2023, the unemployment rate has not yet returned to the level before the pandemic, when it equaled 19.5% in 2018, and 17.5% in 2019. The unemployment rate is consistently above the EU27 average. In 2023, it was 5.1 percentage points higher in Greece than in the EU27.

 

In 2023, 91.8% of the active workforce were from Greece, 1.5% from other EU Member States and 6.7 from third countries. In the EU27, as of 2023, the highest proportion of the workforce comes from the respective country (85% on average), while on average a smaller portion is from foreign countries (4.3% from other EU Member States, and 10.5% from third countries).

 

In 2022, most employees worked in wholesale and retail trade; repair of motor vehicles and motorcycles (24.5%), followed by accommodation and food service activities (21.1%), manufacturing (11.3%) and professional, scientific and technical activities (8.3%). In terms of number of enterprises, most can be found in wholesale and retail trade; repair of motor vehicles and motorcycles (25.6%), professional, scientific and technical activities (17.7%), and accommodation and food service activities (12.4%).

 

In Greece, the highest proportion of employees (44.4%) worked in micro companies with up to 9 employees. These companies accounted for the majority of all enterprises in the country (94.3%) with 864 934 of such businesses. 16.6% of persons employed worked in large companies with more than 250 employees, 13.6% of persons employed worked in medium companies with 50 to 249 employees, 13.2% of persons employed worked in small companies with 20 to 49 employees and 12.3% of persons employed worked in small companies with 10 to 19 employees.

 

Vacancies

In 2024, in Greece, the occupational groups with the highest occurrence of shortage occupations were: health professionals, customer services clerks and stationary plant and machine operators. On the other hand, the occupational groups with the highest occurrence of surplus occupations were: legal, social and cultural professionals, science and engineering professionals and teaching professionals.

Job vacancy rate

Regarding the job vacancy rate (defined as the number of job vacancies expressed as a percentage of the total sum of occupied posts and job vacancies), in 2023 this was 1.6 % in the industry, construction and services, 1.2 percentage points lower than the EU27 on average. This rate has increased by 0.6 percentage points compared to 2022 and it is still above the situation before 2020, when it stood only at 0.6% .

Monthly average gross and net earnings

In 2023, the gross average earnings of a single person stood at EUR 1961, while the EU27 average was EUR 3417. The equivalent net wage was EUR 1 476 in Greece, compared to EUR 2351 in the EU27. Compared to 2018, gross average earnings increased by 18.1% in Greece and by 19.8% in the EU27. During the same period, the net wages have increased by 19.2% in Greece and by 22.1% in the EU27.

Attica (Aττική)

With 3 790 842 inhabitants, Attica represented about 36.4% of the population in Greece in 2023.

The gross domestic product per capita, adjusted for price levels (PPS) in Attica was 74% of the EU27 average, well above the national average of 55.1%.

The labour market in the Attica region of Greece, demonstrates a diverse employment landscape, heavily influenced by the region’s economic dynamics and population densitya>.

Attica hosts a concentration of jobs in the Services sector, including retail, hospitality, telecommunications, and professional services.

Tourism and hospitality are prominent, with positions such as receptionists, chefs, and service staff frequently in demand. Growth in technology and data-related roles, such as data scientists and engineers, reflects the rising importance of digital transformation.

DYPA provides vocational training programs and employment events, such as career days, job ready to connect job seekers with employers.

Support for disadvantaged groups, including women, long-term jobseekers, and people with disabilities, is a focus of employment policy in the area.

In 2023, more than 1 726 000 people were active in the labour market in Attica. 47.4% had tertiary education, 44.7% had secondary education, and 7.9% had primary education. The employment rate in Attica was 48.9 % in 2023, 2.5 percentage points higher than the national average in Greece and in line with 2022 figures.

The employment rate for women in 2023 was 42.1%, men had an employment rate of 56.5%, and for the youth the employment rate was 19.8%, all above the national average.

North Aegean (Βόρειο Αιγαίο)

With 195 509 inhabitants, North Aegean represented about 1.9% of the population in Greece in 2023.

The gross domestic product per capita, adjusted for price levels (PPS) in North Aegean was 33.6% of the EU27 average, well below the national average of 55.1%.

The North Aegean has a notable agricultural sector, with many people employed in farming, particularly olive production and other regional crops and vegetables. This is especially important for rural communities, where agriculture remains a mainstay of local economies.

Tourism Sector: Like many Greek islands, the region’s economy is heavily dependent on tourism. This drives demand for seasonal jobs, particularly in hospitality and services, with a rise in employment during peak tourist seasons.

Eastern Macedonia, Thrace (Aνατολική Μακεδονία, Θράκη)

With 559 730 inhabitants, Eastern Macedonia, Thrace represented about 5.4% of the population in Greece in 2023.

The gross domestic product per capita, adjusted for price levels (PPS) in Eastern Macedonia, Thrace was 39% of the EU27 average, well below the national average of 55.1%.

Following significant interest expressed by businesses in DYPA’s employment programme in the Region of Eastern Macedonia and Thrace, the available new jobs of the programme were recently increased by 1 000, totalling 2 000.

The aim of the programme is to create full-time jobs for jobseekers in the Region of Eastern Macedonia and Thrace. The subsidy covers up to 70% of the salary and social insurance contributions for 12 months, which can be further extended for a period of 12 months.

The programme is addressed to private businesses operating in the Region of Eastern Macedonia and Thrace. Interested businesses may apply through the Single Digital Portal of Public Administration (gov.gr).

After the application has been submitted, DYPA will confirm whether the respective business meets the relevant conditions, and DYPA’s employment counsellors will suggest candidates with the skills and qualifications specified by the employer. The employer will finally select and hire the most suitable beneficiary.

In 2023, more than 253 000 people were active in the labour market in Eastern Macedonia, Thrace. 27% had tertiary education, 43.4% had secondary education, and 29.6% had primary education. The employment rate in Eastern Macedonia, Thrace was 44.1 % in 2023, 2.3 percentage points lower than the national average in Greece and 1.8 percentage points higher compared to 2022.

The employment rate for women in 2023 was 35.3%, men had an employment rate of 53.2%, and for the youth the employment rate was 16.5%, all below the national average.

Central Macedonia (Κεντρική Μακεδονία)

With 1 782 630 inhabitants, Central Macedonia represented about 17.1% of the population in Greece in 2023.

The gross domestic product per capita, adjusted for price levels (PPS) in Central Macedonia was 43.5% of the EU27 average, well below the national average of 55.1%.

Central Macedonia, like other Greek regions, has faced challenges, though initiatives to counter this trend have been implemented.

Active Labor Market Policies (ALMPs): DYPA has implemented various programs to enhance employability, including wage subsidies and vocational training. These policies have proven effective, with significant increases in employment rates among participants compared to non-participants. For instance, wage subsidy programs have shown that participants are up to twice as likely to secure employment within three years compared to non-participants.

Vocational Training: Training programs have been a cornerstone of improving skill levels, particularly for emerging industries like the digital economy. These programs have consistently boosted both employment rates and earnings among participants.

Support for Young Entrepreneurs: Central Macedonia benefits from entrepreneurship initiatives aimed at supporting new businesses, especially in digital and innovation-driven sectors, which play a crucial role in regional economic development.

Focus on Digitalization: There is a regional emphasis on fostering skills for the digital economy, reflecting broader national trends in aligning workforce capabilities with future market demands.

In 2023, more than 818 500 people were active in the labour market in Central Macedonia. 35.3% had tertiary education, 48.8% had secondary education, and 15.8% had primary education. The employment rate in Central Macedonia was 44.5 % in 2023, 1.9 percentage points lower than the national average in Greece and 1.4 percentage points higher compared to 2022.

The employment rate for women in 2023 was 36.3%, men had an employment rate of 53.3%, and for the youth the employment rate was 16.2%, all below the national average.

Western Macedonia (Δυτική Μακεδονία)

With 250 453 inhabitants, Western Macedonia represented about 2.4% of the population in Greece in 2023.

The gross domestic product per capita, adjusted for price levels (PPS) in Western Macedonia was 49.4% of the EU27 average, below the national average of 55.1%.

Western Macedonia’s labour market is undergoing exhibits distinct characteristics influenced by ongoing transitions such as de-lignitization and economic restructuring. Initiatives by DYPA (Public Employment Service) include specialized programs to support jobseekers, especially youth aged 18-29. These initiatives provide vocational training and financial incentives for businesses to hire affected workers, aiming to ease the transition toward greener economic activities.

Economic Transition and Programs: There is a focus on programs supporting young job seekers and entrepreneurs. For example, a preparatory employment program targeted 3 000 jobseekers aged 18-29 in Western Macedonia and the Peloponnese.

Sectoral Shifts: The local economy is undergoing diversification, with increased emphasis on training and support for sectors such as renewable energy and technology, aligning with broader national energy and digital transformation strategies.

Youth Engagement: Special initiatives target youth engagement, aiming to enhance employability through education, training, and subsidies for young entrepreneurs

In 2023, more than 112 900 people were active in the labour market in Western Macedonia. 30.3% had tertiary education, 53.2% had secondary education, and 16.5% had primary education. The employment rate in Western Macedonia was 40.6 % in 2023, 5.8 percentage points lower than the national average in Greece and 2.2 percentage points higher compared to 2022.

The employment rate for women in 2023 was 34.2%, men had an employment rate of 47.2%, and for the youth the employment rate was 12.2%, all below the national average.

Epirus (Ήπειρος)

Epirus has a diverse economy emphasizing agriculture, livestock, and tourism. These sectors provide seasonal and part-time employment opportunities, especially in rural areas.

Youth Employment Initiatives: Programs aimed at reducing youth jobseekers include grants for entrepreneurial ventures and vocational training, particularly targeting vulnerable groups such as the Roma community.

In 2023, more than 141 600 people were active in the labour market in Epirus. 37.4% had tertiary education, 45.5% had secondary education, and 17.2% had primary education. The employment rate in Epirus was 42.3 % in 2023, 4.1 percentage points lower than the national average in Greece and 1.5 percentage points higher compared to 2022.
