Rationale and aims

Waarborg- en Sociaal Fonds Tuinbouw & Waarborg- en Sociaal Fonds Landbouw provide sector-specific social security benefits and allowances, as well as clear information on employment rights and working conditions for seasonal workers in agriculture and horticulture. The programme aims to ensure that seasonal workers, including intra-EU mobile workers, understand their entitlements under collective agreements and can access relevant social benefits.

Support offered

Waarborg- en Sociaal Fonds Tuinbouw & Waarborg- en Sociaal Fonds Landbouw provide financial benefits and bonuses to workers in the agriculture and horticulture sectors and offer information services on employment rights, pay, working hours, and sector-specific rules. The service delivers guidance mainly through dedicated websites and printed communications, supporting both workers and employers in understanding rights, obligations, and access to social benefits.

Target groups and eligibility

The two services are intended for all workers in Belgium’s agriculture and horticulture sectors, including seasonal and intra-EU mobile workers, as well as their employers. Eligibility applies to employees in manual roles covered by collective agreements under Joint Committees 144 and 145. Belgian and foreign nationals are included, provided they meet sector-specific legal requirements for seasonal work.
